Proactively innovate and apply technology

According to the Vietnam Cooperative Alliance, currently the country has about 30,000 cooperatives, 125 cooperative unions and 71,000 cooperative groups. Various types of collective economies have been producing a very large volume of products and goods, not only creating economic value, but also ensuring livelihoods, serving as a support and lever for household economic development. families for millions of farmers.

However, digital transformation is still slow and small. To date, out of 1,718 cooperatives applying high technology, only 240 cooperatives use smart production and management software, accounting for 1.5%. These cooperatives also only focus on applying irrigation technology, net house systems, and labeling and traceability. The application of digital transformation in processing, cooperative management, and product trading has not really been focused on.

In recent years, Hanoi authorities have been paying great attention to digital transformation for business owners and small and medium-sized cooperatives. Build a good brand, find a stable direction for products in the domestic and export markets, or well organize many types of public services to serve members. But it is only proactively implemented by some localities such as: Dai Ang commune (Thanh Tri district).

Chairman of the People’s Committee of Dai Ang commune (Thanh Tri district) Nguyen Thanh Toan said that in response to the situation, some areas of local ponds and fields are vacant. Since 2018, the Dai Ang commune government has acted as an intermediary, mobilizing households to sign lease contracts for more than 10 hectares of land. After that, this area was handed over to Dai Ang High-tech Fisheries Cooperative to develop an aquaculture model applying “river in a pond” technology.

Director of Dai Ang High-tech Fisheries Cooperative Cao Dinh Thanh Hai said that today’s results were achieved thanks to the support and facilitation of land policies by the local government. After more than 5 years, the cooperative has invested in a preliminary processing and preservation area including two lines, which can process 10 tons of raw materials per day and on average each year the cooperative supplies the market with about 250 tons of seafood. type.

Chuc Son Clean Fruit and Vegetable Cooperative (Chuong My district) is Hanoi’s leading unit in innovating production and business through the application of digital technology. Director of Clean Fruit and Vegetable Cooperative Chuc Son Hoang Van Tham informed that since 2016, the cooperative has implemented digital transformation in production and consumption. In production, the cooperative applies iMetos weather warning technology, helping farmers manage and monitor production, adjust seeding plans and vegetable care procedures promptly when the weather fluctuates. The cooperative also has electronic management in implementing traceability for each vegetable growing household and each field. In 2021, the cooperative will continue to pilot the completion of a synchronous digital transformation process in production and supply chain development to the market, with 15 digitalized vegetable products connected for consumption on e-commerce platforms. .

Chairman of the Vietnam Cooperative Alliance Nguyen Ngoc Bao affirmed that digital transformation is a key factor for cooperatives to develop in line with social trends and the market. This is also a lever for cooperatives to promote collective economic resources, build digital technology farmers, create economic resources in rural areas, and proactively adapt to market fluctuations and epidemics…

However, the digital transformation in these cooperatives only focuses on applying irrigation technology, net house systems, and traceability stamping. The application of digital transformation in processing, cooperative management, and product trading has not really been focused…

To remove difficulties for cooperatives to develop, it is important that cooperatives themselves proactively and actively participate in converting and applying digital technology, helping to automate production, business and management processes. manage and monitor the origin and supply chain of products quickly, transparently, accurately, ensuring hygiene and food safety.

Create a sustainable development environment for comprehensive collective economic development

Our country’s collective economy has not yet developed as expected and required. The internal capacity of cooperatives is still weak, operating efficiency is not high; Loose organizational model, not consistent with development trends; Financial resources and qualifications of cooperative management staff are limited. One of the causes of the above limitations is that digital transformation is slow and lacks strategy and specific actions. Therefore, the cooperative economic sector and cooperatives must proactively implement digital transformation to innovate production and business methods, improve labor productivity, competitiveness, production and business efficiency, and adapt adapt to the new development situation.

According to Associate Professor, Dr. Nguyen Duc Thanh, Director of VESS Center, to promote cooperative development, it is necessary to have a banking system for cooperatives. The banking system can lend small amounts to cooperatives and cooperative members to facilitate investment in economic development. Another special feature to note is that the issue of internal auditing of cooperatives is now gradually helping cooperatives to be financially transparent. However, according to experts, auditing cooperatives is different from auditing in businesses, so there must be a separate auditor for cooperatives. In particular, for Hanoi, it is necessary to take advantage of being the capital, with a good consumer market, where many high-quality human resources are gathered.

Vice Chairman of Hanoi Cooperative Alliance Nguyen Tien Phong said that in recent times, the Party and State have paid attention and directed to promote collective economic and cooperative development. Therefore, Hanoi will continue to innovate the agricultural growth model to structure, consolidate and build cooperatives to suit the agricultural ecological region; Promote investment attraction for agriculture, contributing to improving the competitiveness index. The city also continues to have policies to resolve land difficulties, invest in infrastructure development, and serve production for collective economic organizations; At the same time, specify support policies to create an environment for cooperatives to develop sustainably.
